Commutation Initiative Program

The National Parole and Commutation Services (NPCS) proudly introduces the Commutation Initiative Program — a mission-driven effort to identify and support incarcerated individuals who are serving wrongful or excessive sentences. Every year, NPCS selects a number of applicants to receive a fully prepared sentence commutation request at no cost beyond a modest $25 application processing fee.

Annual Case Selection & Application Process

Incarcerated individuals who believe they are wrongfully convicted or have received unjustly harsh sentences can submit their case to NPCS for review. Submissions can be made by writing to us for an application or calling prepaid at 346-371-4587. Loved ones may also apply on their behalf bycompleting the application below.

Application

Each year, NPCS carefully selects cases based on compelling circumstances, documented rehabilitation, and a commitment to change. Selected individuals will be notified by mail, and their families will be contacted to coordinate the process and gather supporting materials.

What the Program Offers

Selected participants will receive a professionally prepared sentence commutation request, drafted using proven strategies and grounded in legal and rehabilitative merit. Our team brings years of experience in parole and clemency advocacy, ensuring each submission is thoughtfully developed and tailored to the jurisdiction involved.

Challenging the Stigma and Building Second Chances

NPCS believes in fairness, second chances, and reform. We work to overcome the stigma that shadows many incarcerated individuals, especially those impacted by outdated sentencing policies. Through this initiative, we aim to highlight rehabilitation, challenge injustice, and promote pathways back to freedom and dignity.

This program reflects our belief that a person’s past should not define their future — especially when rehabilitation, remorse, and readiness for reentry are evident.
